Abstract:
This study aimed assessing the utilization of educational management information system in the
secondary schools of GindeberetWoreda Descriptive survey research design as employed to
realize the objectives of the study. A total number of participants of the study were 93(Ninety three) stockholders 7( seven)secondary school directors, 15(fifteen) PTA members,1(a) school
supervisor,6( six) unit leaders,24( twenty-four) department heads,1(a)head of Woredaeducation
office,2( two)Woreda education core process owners,5( five) internal supervisors, 2(two)Woreda
education statistics from Gindeberetworeda education office and its secondary schools were
included in the study. All secondary schools and preparatory schools of the Woreda were
selected using availability sampling technique. From the 3(three) schools, 68(sixty-eight)
employees and 15(fifteen) PTAs and 10(ten) Woreda education office employees were took part
in the study that were relevant to EMIS activity. GindeberetWoreda and its respective secondary
schools were selected purposively because there was the severity of the problems regarding to
EMIS utilization as West Shoa Zone repeatedly reported. Both availability and simple random
sampling techniques were employed for selecting samples from the population. Questionnaire,
interview, focus group discussion, and documentary analysis were used as the tools of collecting
both qualitative and quantitative data. The data were analyzed using descriptive presentation,
arithmetic mean, ground mean and percentile together with qualitative analysis. The findings of
the study disclosed that EMIS is negatively affected by different factors such as lack of adequate
ICT materials, trained manpower, data management system and employee’sreadiness to utilize
EMIS life cycle as needed. In addition, poor design of data tools, lack of logical support and
financial support for the person who involved in the data process were the major problems that
observed to utilize EMIS as needed in the secondary schools of theWoreda. The employees’
satisfaction in line with training given was also treated and as the result, the trainees’ were
found to have very limited interests especially on the EMIS usage in the Woredadue to the
absence of needs assessment when different trainings were given. Moreover, the findings reveal
the existence of little link among the secondary schools, NGOs and the school communities.From
the study concluded that utilization of EMIS in secondary schools of Woreda is quite weak and
as a result the communities, parents and NGOs should work in collaboration with government

bodies to effectively tackle the serious problems encountered the effective implementation of
Educational Management InformationSystem in the study area.
