Abstract:
Good governance in land administration aims to protect the property rights of
individuals and enterprise as well as of the state. The study tried to assess the
implementation of good governance in land management sector in the sub-city. Based on
the assessment obtained from respondents, the study tried to see the implementation/
practice of each dimension of good governance in the sector in this research, six
principles of good governance are assessed based on questionnaires. Additionally, to
cross-check the response of respondents, qualitative data collected through interview
including key informant’s interview, document analysis and focus group discussion
(FGD). In order to achieve research objectives, descriptive research design was applied.
Therefore, the findings of the study naked that there is unsatisfactory level of good
governance because of different reason. Among the identified reason, lack of public
participation on enacted laws, programs directives and decision making that concerns
them, lack of mechanisms controlling and questioning land related issue, unable to
ensure tenure security to all citizen, unfair valuation of relocated tenure owners, absence
of supervision and oversee land management daily and it leads to illegal housing,
settlement and scrambling of land, ineffectiveness and inefficiency to implement as well
as to achieve goals of land lease policy. Urban land governance in the study area is
challenged by absence of integrated and computerized land management, rise of urban
land development, compensation and administrative costs and political intervention in
land service delivery. The study has also come up with important recommendations.
Newly enacted laws, directives and codes by city administration shall inform to the
people by the sub-city land development and management sector to the people timely and
accurately. Accurate, integrated and computerized land registration is important for
effectiveness. Unoccupied and pre urban land must be registered by the city
administration land development and management office; parallel sub-city
administration shall follow up and supervise the situation.
